This. Obviously. Though the "article" attempts to assuage criticism by comparing the number of EO by Obama to past presidents, that isn't a valid comparison.

I cannot ever recall openly stating they intended to use EOs to circumvent Congress. That distinction cannot be ignored, dismissed, nor brushed aside in any honest assessment of Obama's conduct in the arena.
