It isn't. unfortunately, the only constitutional redress for the POTUS acting illegally is impeachment, and you know how likely that is.
on the other hand, the president saying that he won't enforce the law (or will pardon everyone who breaks it as a class), doesn't actually remove the individual's or business's tax liability. The president can pardon someone for a criminal act, but can't simply forgive a tax debt.
Now the next administration could start collecting the tax debts (criminal prosecutions, liens, the whole nine yards).
And if they started the collections with democrat leaning businesses and individuals, well turnabout is fair play...
