I look at feedback before I buy. If they have any where they screwed someone over I won't buy the product. I got burned on a used part that was cracked and the guy would not refund the or exchange it. Also don't deal with people who don't have a physical address.

well then you are only dealing with businesses, you will never get the best deals.

That's your problem right there. That number ought to be 99.8%-100%. If there's a negative feedback, look into the feedback too. Then roll the dice on whether you would accept the likelihood you might have that same negative experience.
