What about doing pay slots instead of the NBA draft?

I was listening to XM Radio a while back, and a writer made an interesting proposition.
He said to do away with the draft and implement pay slots. I am probably wording this horribly.
Basically the team with the worst record would have the most money to offer. The more successful teams would have the least.
So lets say Orlando goes 12-70, they could go out and offer a rookie 4 million a year over 4 years. Lets say the Heat win the title, they might only be able to offer 500,000 a year, but could promise being competitive immediately and winning titles.
I'm not saying the league should do it, but I think it would be an interesting twist.
What do you guys think?

It might give bigger markets even more of an advantage. I'm sure that would be a pretty big selling point when signing these rookies.

Not only does this not get rid of tanking, it also gets rid of the low rookie wage scale and gives larger contracts to unproven rookies. So signing the wrong guy for the wrong price could cripple a franchise
ETA: The reason the scale would increase is because it's really close together right now so they'd have to widen the gap between the good and bad team salaries for money to even be a factor in a player's decision.
ETA #2: Well after looking at the current wage scale it's further apart than I thought so that wouldn't have to be changed too much. But it still doesn't really prevent tanking which is the main issue.
