The $4 million in ride repairs seems very low.
The $15 million in new rides seems impossibly low, especially if that is supposed to cover both the new rides and the new waterpark.

None of the financial numbers being tossed around, according to the proposal, are for the waterpark. That would be a later phase, with funding to be determined later. All of this money is just for the theme park and the backlot.
Further, the proposal calls for only saving/repairing three rides. The new rides they are planning to buy do not appear to be anything terribly fancy or expensive.
I think this is meant to be a park that gives people something to do, has shows and music, and has rides. As opposed to a thrill-type park.
I also question whether enough money is budgeted. I am sure those numbers will go up.

this jumped out at me too.
There is a market for this if they do it right. They need more shaded areas, cooling stations, and no-black top surfaces that can melt shoes in the summer sun.
