You need to pull the toilet and make sure your flange isn't cracked. Once you are sure you have a good flange the fixture can be reset with a quality wax ring and then bedded in with either plaster as the previous poster mentioned or grout which is what I use. If you don't shim and bed in the fixture you may be doing this again shortly.

Did anybody give this guy a bid yet?

Much easier to use for the novice than wax. Cost a bit more but so much easier than messing with the wax crap shoot.
