Hyatt Regency is newer and nicer. Royal St. Charles is very basic, but it's not terrible. I would choose Hyatt Regency over Royal St. Charles.
eta: what I mean by basic, was my room was super simple, no amenities like good mattress or extra pillows, opened the window curtains to reveal a brick wall.

Hyatt is nice, but their bar restaurant sucks.
