Everything you listed but Photoshop is available through numerous apps. "Layered" photo editing that's done in photoshop is just not available for mobile OS. Not enough processing power and memory in phones and tablets to run that sort of software.

Leonardo app allows for layers and masking in iPhone. Adobe Photoshop touch allows it as well, but I think that's only on iPad.
