NCAA legality question

Its clear that if a booster said to a 5* player "come to LSU and I'll give you 100K."
But...
What if a booster said to a 2* or 3*, "walk on and I'll pay your tuition." Essentially it gives a school another scholarship for a guy that may be raw and have a big upside. Would this be against the rules? What if it wasn't a booster... what if it was a very rich 2nd cousin that supported LSU? All it is a family member helping with tuition.

Under most circumstances it would be illegal. Booster is a really broad term and includes a lot more people than most think. To give benefits like this you have to have a strong relationship with the prospect, e.g. like providing support for him and his family, prior to the 9th(?) grade or be a family member. While I don't know for sure, family is usually considered immediate family--2nd cousin probably wouldn't cut it.

I think you have to had a prior relationship. A coach can pay his sons tuition. A coach can also have his son on scholarship. Not sure about something like Frank and speedy. I'm sure Frank knew speedy before the 9th grade or before Frank was coach at LSU. But not sure he can provide anything. Like give them gas money to come to an lsu game.

I have no idea why anyone would even bother following the rules these days. As long as you are discrete, or at least make a half-hearted attempt to cover your tracks, you can pretty much get away with anything.

By the letter if the rules, fans can't even tweet prospects, because that's considered boosters recruiting.
If this were allowed every SEC program would have a lot of very generous uncles. However, everything is subjective with the NCAA. If the kid becomes a first rounder, they're going to come asking questions. If he is a practice squad walk on, and you have a decent story for how you know him, no one is gonna care.

I know w/o a doubt it happens. Friend's younger bro was a walk on at UM but never paid a dime for tuition out of their own pocket. like earlier post said, it's hard to track unless people involved are stupid...especially for a 2* that isn't offered scholarships by many or any schools.

Here is my question: Let's say that I have Eleventy Billion Dollars and I go up to Mr. 5 Star Athlete and say "Listen son, I can't give you any money right now, that would be an NCAA violation, but upon your graduation from this institution, I will transfer $400k into your bank account. That's 100k a year before you even get to the NFL. There can be no paper trail, so I can't put it in writing. What do you say?".
What is to stop this? Can the NCAA do anything about it since the money changes hands after their eligibility is complete?
