Might just be the truck. I get about the same in my 2013 F150 4X4 crewcab as well. I have the 5.0l

my 2013 XLT 5.0L 4x4 (off-road pkg and 20s) with 3.55 rear end gets an overall of 17mpg
70-75mph = 17.5-17mpg
55-60mph = 19-18mpg
city = 16mpg
pulling 20' boat @ 60mph = 13.5mpg

A few months ago i went to S. Texas in an 2012 F350 FX4 doing 85mph we averaged 9-10mpg
