That statement by dawg confused me because I thought it was the individual states who decided the cc laws. I like your take on it.

What about plain clothed officers or detectives. Would they be allowed to open carry because I have seen people in grocery stores open carrying and sometimes they are police officers not in uniform. They have no identification on them indicating they are law enforcement.
