Depends on the country.
Parisians hate Americans but Parisians also hate their own countrymen.
Some of it is cultural differences.
An example from when I went overseas-
In an American restaurant or bar, the price and service are the same no matter where you sit.
In a French restaurant or bar, they charge you more to sit outside and make you take longer on the idea that you are paying for the scenery.
This gets to be a problem when Americans go drinking, for example, because they go to the bar to order a drink and then go sit outside, which pisses off the bartender because they view it as stealing money from them.

ETA: another reason they hate us...becuase no thanks can be enough for what we did

Not my experience either...I do know that if you stand at the bar instead of sitting at table, it's cheaper for a pastry or coffee & juice.
Never had any issue with paying more for dining outdoors.
