If we accept this report as true, then all we know is that the buyout is somewhere between $0 and $31mil. Anything else is speculation.

But if we are speculating, I would guess that Vandy never approves this project without substantial fundraising before ever getting started. So my guess is that PSU would be on the hook for no more than half of the value of the project.
