The term "late round picks" has changed with the new CBA. A franchise is paying virtually the same money for a 2nd round pick as they are a "late round pick"

All rookies get a 4 year deal. 1st rounders are eligible for a 5th year option to be picked up by the team.

No rookie can't renegotiate the contract until after their third year. So if a 2nd rounder and 6th rounder are going to make marginally different money, go ahead and start the clock to get to the second contract.

I think the question is what changed for non-first round picks.

Unless you can improve enough to get in the first round, is it worth delaying your NFL career to be a slightly higher paid second rounder than a 5th rounder?

The 1st and 2nd rounders don't make near what they did a few years ago. A junior who is a 4/5th round projection doesn't see value in coming back when the best case scenario is him improving his stock and making another 1-200k his first few years. This isn't about what they pay the late round guys, it's the caps on the 1st rounders salaries.

Nothing really. What has changed are the benefits of going high in the draft. Unless you believe you will be a top 15 pick by staying in school, then there is no significant financial benefit to playing another year of college football. 5th round this year is not significantly worse than 2nd round next year. So you might as well go now and get closer to that second contract. Under the old CBA 2nd round next year was significantly better than 5th round this year, so returning made more sense.
