The only ways I could imagine kids still getting bussed to schools outside of their neighborhood are through the following circumstances:
Magnet/gifted schools
Neighborhood school is in RSD
Neighborhood school is listed as failing (but still not taken over by the state)
I don't see where kids are stopped from going to their neighborhood school if that school doesn't fit those categories.

Right.
I live in the St. George area and have looked up the district boundaries for the nearby elementary schools and they are pretty damn "neighborhood" IMO.
