What would change to make them top notch? Same students, same teachers with a lower funding to run the schools.

they want to go to neighborhood schools, so not necessarily the same students, right?

so local kids, all the teachers who want to flee the shitty EBR public school system, and new schools. (they are going to have to build more to accommodate).

The changing of the leadership would be symbolic enough for the more middle-class whites in the area to use the district and it quickly become better based on demographics alone. All about perception.

Same schools, different make up of students, return to neighborhood schools instead of bussing kids all over the place, lots of kids in private schools come back to public system, parents start giving a phuck and become involved in the schools again, great schools will then attract great teachers, etc

You won't have kids bussed in from all over the parish to attend Woodlawn High for one.
