Really depends on your definition of 1st and 2nd tier

I think 1st tier should be held by teams who have a shot at a national championship every single year. That only holds true to: Alabama, LSU, Georgia, Florida, Oregon, tOSU, Oklahoma, Texas, Stanford, Florida State.

There are a few that are borderline, like Auburn, USC, Michigan, Clemson, Notre Dame etc.

A second definition or difference between 1st and 2nd tier would be the sway or brand name recognition on the recruiting trail. And I'm struggling to come up with a good example of a team (in the last 5yrs) who's recruiting is well above it's play. And don't say Texas. Recruiting is part of the reason they are suffering. That's a staff of star gazers, not evaluators.
