It's not his value that's dropped, it's Houston's leverage that has declined. They have a self imposed deadline on a player they are trying to dump. I don't think offers are going to go up much as the deadline approaches. Most of the rumored teams in contention seem to be pretty bad fits too, either as a destination or with what the asking price is. Cavs and Bucks are the only ones that make much sense.

ill rephrase, like ^ said its their leverage.
GMs want him, but houston asks for so much in return. They know houston is taking an arse kicking if they were forced to keep him on their team going into next year as well.
