Probably true.
Can't remember if it is the Sun Bowl (El Paso / Juarez), the Holiday Bowl (San Diego / Tijuana), or both, where the feds give a briefing to the players each year on why they need to stay on the US side of the line.
It wouldn't surprise me if it was both given that both of those cities are having drug wars right now.

It is probably no accident that this crap bowl pulled arguably the biggest "name" matchup of the pre Jan 1 bowls.
