I think it's more a matter of you just don't see it that often. Rarely do you see a quarterback get cloth lined like that. I've never heard a referee call that penalty and refer to the "neck area" like the referee did yesterday. BUT, that is exactly what the rule says.
Also, it's clear that the douchebag b!tch Harbaugh doesn't know the rule, and he clearly hasn't taught his players.
Here's what Harbaugh said --

Here's the Article. So, why does Harbaugh's quote even matter? It shows he's completely ignorant of the rule and hasn't taught his players accordingly.
