IDK how important the type of hunting it is to you/him.
But I would look into South Texas. You can find hunts from as low as $2k/hunter for "management" bucks that most of us outside of Texas would consider trophies. To as high as you want to spend. A lot of places will let you kill as many does as you want for nothing as well.
The hunts are much easier there. You get driven to usually nice stands in trucks/jeeps. You sit in a box stand and watch deer all day. Some guides will rattle/stalk deer as well if he'd like to do that.
The weather is comparatively mild, and you can guarantee opportunities to kill deer.
Not many places can offer that.
