There are several good essays that dicsuss picking a handgun for a woman. Here's one LINK

Here's one by Karl Rehn LINK 2. He and Kathy Jackson (Cornered Cat) have written others, but my copies are on the computer at my office.

Picking a gun for a woman is really no different than picking one for yourself. Buy the most reliable gun, of a sufficient caliber, that she can shoot well.

Reliable means sticking with top tier guns (M&P, Glock, HK, SIG, et al). It doesn't mean buying a Kel-Tec, Rugers semi-autos, Charters, Rossi, Diamondback, et al.

Sufficient caliber means 9mm in a semi-auto and means a 38 Spcl. in a revolver.

"Shoot well" means she can get accurate follow-up hits at a reasonable cadence (say one shot per second) at a reasonable distance (say 3-5 yards).

My "main" advice would be to avoid buying a "little bitty" gun (of any caliber) for her. Small-framed guns are very difficult to shoot well. Yet all too often people pick them because they can be convealed easily.

9mm Shield is an excellent choice for anyone, including women. I wouldn't go any smaller in size or in caliber.

The Kahr P9 and the Kahr CW9 are about the same size, and would also be good choices -- but the Shield has a better trigger.

Final Advice: Make sure she gets some solid training. You may be able to fill this role, but 99.432 % of the time, women don't listen to a spouse or SO the way they listen to an instructor. (Those who have ever tried to teach their wives how to drive know what I'm talking about).
