I don't think I've ever done Jolteon. Usually went with Magnemite or Flaffy. I'm biased against Raichu since I hate Pikachu.

Umbreon was a go to in the second generation, but my starter will have a dark sub-type, and I've also got Water, Fire, Grass, and Psychic covered, so I'm thinking about Jolteon.
