I have no proof, only what we hear but...
Not according to the competitive players that got a hold of it during E3.

Nintendo is most certainly embracing the competitive Smash scene.
Sakurai, on the other hand, antagonizes them.
I almost feel a bit sorry for Nintendo at this point. They're putting so much energy into the competitive Smash scene to build hype for Smash 4, yet the competitive players did nothing but criticize the game's mechanics (and rightfully so). If the competitive players don't get on board, then Melee will continue to be the dominant Smash title at the major tournaments, while Smash 4 will fade away into irrelevancy along with Brawl.
The Nintendo executives will be scratching their heads, wondering why their crown jewel for the Wii U is being overshadowed at all the major events by a 13+ year old game.
