I'm pretty sure that if you kneel the ball on a punt, the referee will think you're giving up and call the play dead. I know that's what happens on kick-offs in the end zone. So that's likely what would happen once the holder did it. Even then, they couldn't advance their own kick from where it landed (I would assume).

Another practical point: They wouldn't have time to gett he ball and then kick it forward without getting hit. Hell punt return men seem to take big chances to not call fair catch these days. Your example doesn't have anyone slowing down the gunners.
And that doesn't even talk about the ability of the punter to increase height to lengthen the hang time of the ball. Add to the fact that you couldn't really disguise the person behind the punt returner and it's easily foiled by the opposing team.

So today it's illegal, tomorrow it's legal?

That's an NFL rule. In NCAA or HS, he puts his knee down, he's down.
