A purpose built strop is "better", in the sense that it is more suited for the activity and thus more efficient...however with patience the end result will be the same if you use a belt.
Like using a garden trowel vs a shovel to dig a 2 foot hole. Both will get the job done, but one is "better".

Get you a work sharp knife sharpener...... about $80 and does a real fine job. Easy to learn too.

when i deer hunted I always used my belt or my knife case to hone the edge, and that was back in the 80s
