The testing is getting better and better. There was no EPO test when Lance Armstrong was winning Tours, but there is now. There used to not be an HGH test, but there is now. Analytical equipment (gas chromatographs, mass spectrometers, atomic absorption spectrometers, etc.) is getting more and more sensitive. As a result, samples that were frozen 10-15 years, have been thawed out and shown to contain PED's despite the fact that they tested clean at the time the athletes gave them. Even Lance Armstrong admitted in his Oprah interview that his scheme for beating the tests when his was riding wouldn't work today.

Furthermore, testing agencies have shown an increased willingness to do blood tests, which cost considerably more than urine tests, but are a lot harder for athletes to manipulate.
