It is only open to Ambassadors right now and since I am an Ambassador I signed up yesterday to see what it's like.
You people wouldn't believe the gamertags that people had turned in for being "offensive" I think out of the 60 I looked it there were maybe 10 that would be considered to be against the Xbox ToS. The rest were leet speak or normal gamertags.
My guess is that it is the result of a bunch of 12 year olds getting owned on CoD so they just report you for everything they can. Luckily the algorithm Xbox has in place punishes you for turning in false reports to a point that they won't even look at reports from repeat offenders.
