I'm impressed you looked it up. If individuals want to contribute to build some athletic complex, that's their prerogative. ULL (plus LATech and ULM) don't remotely pay their way as athletic programs, hence the direct institutional support being so large. If they were at their natural level based on the marketplace, they'd be Div. 1AA.

Think of it like welfare recipients, who buy their groceries with food stamps (direct institutional support) so their money is freed up to buy beer and cigarettes (athletic complex).

Terrible analogy. Us using money on an Athletic Complex=/=welfare recipients buying beer and cigarettes

The stuff we're spending money on is meant to improve our athletic department which should in turn equal more revenue. It also means growth. We need to be able to grow our program so we may one day become more self sufficient and use less subsidies.

A better analogy would be a welfare recipient who buys groceries with food stamps so their money is freed up to go to school, get a degree and get a job which would in turn mean they would eventually get off welfare.
