If all the math is correct and your target markets are only 7k people, I seriously doubt you're going to make much money. 13k coin drops in one month is an awful lot for a town of 7k people...

correct and you have to pay for the machines and their upkeep and also the winnings from the machines.

You can make money doing this but it is TOUGH to get into stores and expensive to operate. Also, once a location proves that it makes money, you have to convince the store owner not to kick you out and buy their own machines.
