Well, the finger he pointed was at the administration and students at the University of Pennsylvania because they were the people he was talking to and because he sees the public mission statement at U of Pennsylvania as being inconsistent with or opposed to their emphasis on football (or hockey)

He seems to concede that the situation is different for NFL players or perhaps more serious football schools which do not seem to consider academics their primary purpose.
