Pick the lowest expense ratio.

Vanguard often is cheapest.

For ETF's consisder ITOT.

There are several posters on this site who disagree with your first statement. They convinced me that you should focus at the returns; the expense ratio is already built in.

Of course, in a downturn, you will lose less with the MF with the lower expense ratio. Right now, with the bond market loses, this would be important.
