Without recruiting on heisman all user teams will be 99 overall in about 2 years.

With Heisman recruiting the CPU will actually grab some of those top ranked prospects as well so it'll even itself out. With all American recruiting the 12 users always end up with the top 10 recruiting classes grabbing majority of the all American players.
