Interesting question from Chair...
They do have a bar area. I'm pretty sure you could eat there, especially during happy hour.
Also, I just looked at the website, and on Wed night they do "Wine down Wed" $5 glasses and $20 on select bottles all night.

To answer all of your questions....
There is a bar. If memory serves me correctly, there are about 6 seats there. The bartender makes some great craft cocktails. Strike up a conversation with him and find out what he's creating at the moment.
For the dress, you'd be fine in nice jeans and a collar shirt. You'll definitely be the most dressed person in the place in a jacket, but like what's already been said, one should never feel out of place being dressed nicely in a nice restaurant.
