What??? You don't think the guy whom was asked to turn in his cellphone an security footage and thus turned over both of those items smashed would cooperate?

He hasn't cooperated throughout the whole investigation, so the police said "frick you"

It's professional courtesy between the prosecutor and the defense attorney to allow the suspect to turn himself in. The fact he hasn't cooperated til this point could be a factor in the decision to just arrest him. Or it could just be a prosecutor who wants the pub. It looks better to everyone when you detain a high profile suspect as opposed to letting him turn himself in quietly.
Edit: The situation is unorthodox. He is too high profile to be a flight risk and Hernandez had proposed to turn himself in.
