The PFD's were for race boats that did rap up you neck. Kind of like a class 1 PFD.
With more boats on the water these days, I see that there is a need to slow people down on the water. As to how? shite if I know, but making people aware how speed kills people on the water just might help.
Look at it this way. Two men died in the last 2 weeks due to speeding on the water that was posted here on the OB.

Not that I'm proud of it but I've been "fast" in three different boats.
75 in a fishing boat before I was old enough to drive
95 in a racing boat when I was in high school
115 in a cigarette boat when I was in college
All were scary and fun at the same time, but none were in a small body of water. Nor was I driving any of them. Legislation isn't going to stop any of this and I personally think we don't need more unnecessary laws and this isn't considered necessary.
I feel sorry for this man's wife and children, but people die every day doing things they love. He knew the risks of what he was doing the same way all of us do, when we do something that we love that's dangerous.
