they said Seward's wife was found in an apartment. So, it stands to reason that they weren't anywhere near that old factory. To the cops, this a brand new murder scene, they've never investigated anything there before.

Yeah, that's why she was having trouble trying to figure out the picture. Once she found the factory and the dead horses (in the same vicinity I gather) she thought about it. Went back out there and there you go.
