Landing Permit - June 8&9th Free Weekend

On the off chance someone knows this, if not I will call LWF. Question regarding the offshore landing permits. Next weekend a few guys and I are going offshore. After reading on the LWF website, June 8&9 are "free fishing weekend" for in-state and out-of-state people. It appears the guys from out-of-state do not need a fishing liciense. About half of the group is from out of state (don't have licienses yet).
But, on the offshore landing permit, you are required to enter your fishing liciense number to set up your profile. Not a problem from the guys who fish in LA waters normally who already have there permits. But how do people who are only fishing on the "free weekend" obtain a offshore landing permit? Or is this requirement waived also with the free weekend?

I believe you only have to have 1 per vessel

Everyone on board needs one. U can also get an app which holds it on your phone. I would watch the weather though. Longterm forecast shows 60% rain sat with 15-25 mph winds

Depends who stops you. We got stopped by the federalies and they asked everyone on the boat for it. (We all had it). The state just asked for 1.

Saw that, but trip is planned. Plus, no offense, weather have no idea what is going to happen 7 days from now.
