So that's not how they built their current winners. But would you say that those teams cannot attract a big name free agent? I wouldn't.

And you would be wrong. The big name free agents are max level star players. They will get max money and minutes everywhere they go. So what matters to them is their chance to win and their chance to make more money through endorsements. Exposure = Endorsements, whether that's being followed by Paparazzi in Los Angeles/New York, or being one of the teams ESPN is obsessed with covering ad nauseum because they play to the bigger audiences in the bigger TV markets.

New Orleans does have a shot at becoming a glamor market if the Hollywood South thing keeps expanding and you go from the occasional celeb courtside to the nightly group of celebs courtside. But other than that, the LeBrons of the world will never consider taking their talents to the French Quarter.
