If that's the case, then I don't think Will Smith will see much playing time this year.

I'll say this.
Would you rather Smith at OLB and have Hicks on the field full time?
Or
Have Smith at DE and get another one of Galette/Butler/Wilson on the field.
I don't know honestly. Loomis/Payton probably thinks the first would be better as of now.
ETA: I say this fully aware that I doubt Smith sees much of the field as the season goes on depending on injuries and the young guys stepping up.

Not that Smith is an expert on the position, but I guess they also figure they might be trying to get some Vet presence in that specific position group. Are any of Butler, Galette, Wilson, Thomas even over 25?

True, but here's what concerns me: even as a primary rush linebacker, you'll still need to drop into coverage every once in a while. I'm not sure if he could cover a FB.
He seems like he'd be a situational player at best, and maybe a down lineman on sub packages.

Sort of, I think. The only reason why he is still on the roster is because of his cap situation. I think that they keep him at OLB and use him exclusively to rush the qb to an extremely limited extent. They are just putting him there because he really doesn't fit anywhere else either.

Definitely this. It's just kind of a lame duck period for him until the cap situation is favorable to cut him. Maybe that is after this year?

Smith has mad coverage skills i.e. playoff game against Arizona. If he wasnt so fat, he's our best pure pass rusher. Maybe he dropped some pounds. Very interesting though.

More than likely will be used instead of Wilson in definite rushing downs...i.e short yardage plays. Goaline defense
