Friend of mine told me about a story in the book "Tipping Point"

seems that in NYC they had a grafiti problem on the subway cars. That kids would break in to the yard at night and do these elaborate artistic displays and then cherish their work the next morning during rush hour.
What they did to fight this is that they stopped policing and trying to catch the kids....Instead they just let them work for hours making their creation, and then right before the trains went into service they'd cover up the art with spray.
The kids were so pissed.....hours and hours of drawing, but no reward to see people admiring their art. So the kids stopped with the Graffiti on train cars.
Is that why my threads are gone? Did someone read tipping point recently?

It was about the broken windows theory and how it was applied in NYC. If a neighborhood has a lot of broken windows, violent crimes are more likely to be committed there.
So they figured the way to stop violent crime instead of the traditional way - to go after the violent offenders themselves with force - was to cut down on the petty crimes. So they cracked down hard on toll-jumpers and graffiti. And all of a sudden rape and murder went down. Here's the thing, the cops and the city didn't really give a shite about toll-jumpers and graffiti. There were simply trying to create an atmosphere that would be psychologically less conducive to violent crime. And it worked.
So they figured the way to stop violent crime instead of the traditional way - to go after the violent offenders themselves with force - was to cut down on the petty crimes. So they cracked down hard on toll-jumpers and graffiti. And all of a sudden rape and murder went down. Well you could say the admins deal with your petty crime of starting terrible threads, because that could indirectly prevent the entire site from literally exploding.

Graffiti was also part of tipping point.
In order to clean up graffiti on the subway, they did it in a staged manner. A small number of trains were designated as ‘clean trains’. These trains were not allowed to slip and become covered in graffiti even though other trains remained ‘dirty’. The number of clean trains was slowly increased at a rate the maintenance crew could handle until the problem tipped and became controllable.
