This could be very valuable. Being able to effectively manage a project while also being a leader on the technical side is very valuable. I'm not saying he's the one actually doing the grunt work but knows enough about the big picture to guide people to get stuff done. I've found I enjoy doing the big picture stuff over the detailed grunt work. Getting down and dirty with the code can be a good time if you're on an interesting project and you're allowed to do what you need to do though.
I found I had to leave LA to get a reasonable salary about 6 years ago. In LA it seemed like it was nothing but these risky start ups or government jobs which neither offered much in terms of compensation.
Check out a company called Sparkhound. I know several of the guys in the Houston office. They are very competitive in compensation in the Houston market at least. I'm not sure how they pay in Baton Rouge. They're based in Baton Rouge.
