6 years ago. NBC has such a revolving door of execs chances are the people that greenlit it 6 years ago aren't even there anymore.

It's also been on the chopping block just about every year but gets saved because of NBCs ineptitude to create any comedy that gains viewers.
Parks and rec is great but its not proof that NBC has a clue.

While I am more than willing to shite on the way NBC has handled shows once they put them on the air, I do have to give them credit for taking more chances on riskier shows than most other networks.
The Office, My Name is Earl, Community, Chuck, Heroes, Scrubs, 30 Rock, P&R, all these were pretty unique concepts, and thus were a little risky to take on.
And yes, I know the Office was a remake of a British show and you want to say that it wasn't unique. It still was to an extent, and they bet on a barely known basic cable bit player to carry the show and it paid off huge for them.
I bet no one remembers the show Steve Carrell was on right before The Office.

After that but before the office. It's not even on his Wiki page. I remember it because I watched it when it originally aired.

Nope.
It was a late season replacement in 2004 on NBC called Come to Papa. Starring Jerry Seinfeld's best friend Tom Papa. Steve Carrell and John Salley (yes, John Salley) also starred.
Lasted four episodes.

He also had some memorable roles in Anchorman and Bruce Almighty.

He did. But he still wasn't all that well known.
ETA: Younger people knew who he was. Older people didn't really have a clue yet.
