According to Mockler (obviously biased) it is the Beverage store disregarding rules.

Me too. Andrew brewed an entire batch specifically for BR. Half was package, half was keg. Mockler told them they couldn't take it with the New Belgium rollout, so he put it in his cold storage. Now Envie bottles sell fast in Lafayette, so that allocation went to restock that market instead of BR. And Southern Eagle took some of the Envie draft for New Orleans, while Mockler is still dragging their feet on taking what is supposed to be BR's draft allocation, which is now much less than originally planned.

And Envie won't be brewed again for a while, maybe a long while. So we all lose here.

Who exactly is losing because the Beverage Store sold a few six packs of Southern Tier 5 days early?

Screw Mockler.
