Loud music and peeling out? No they are not. They could be used to support a charge of Disturbing the Peace, or Reckless Operation of a Vehicle. But there's no law against them by themselves, as that would be ridiculous. Imagine getting a ticket every time you make your tires squeal.

Besides, the cop was investigating where the car was parked. I don't see anything about any neighbors reporting a Disturbance of the Peace. And as long as Simon did not put anyone in danger by "peeling out" then so what?
