I know its strange, but their development involves drastic changes in their lives. You see this already. It takes awhile for the changes to start happening. They are all over, but it has a point.

Arya is wondering around with the Brothers Without Banners.
Theon escaped whoever captured him at Winterfell. Whoever captured him sent riders to ride him down, and the mysterious helper his sister sent killed off the riders who were chasing him.

Arya is now with the Brotherhood without banners.
In Season 1 Ned Stark sent lord Beric dondarrion to take down the mountain who was raiding lands in that area. Beric failed and most of his men were killed. The ones that remained set up shop in that part of the country and now fight to protect the small folk.
You're just going to have to keep watching theon
