I hadn't heard of the scottish stereotype of them being penny pinchers... funny though.
So at the end he isn't saying something like... Parcheggio? because that's how I would spell whatever it is that I'm hearing.

Yeah exactly. Parcheggio is parking. It's what Totti asked Bradley to pronounce and they're laughing at his pronunciation of it.
Though I can't say much as Bradley pronounces it better than I can the second try.
