Seems we just disagree but it surprises me a bit if you watched Napoli that much. Cavani has scored some of the more impressive goals I've seen in the past couple of years at Napoli in addition to being a nightmare for defenders in his ability to get the Dzeko for Man City-type poacher goals.
Not that video highlights prove anything at all but just to give a sample of the kind of goals I guess I'm always thinking about with Cavani, here's some that came up on google from the season before last:

Now that I think about it a bit more I would probably put his value in between £30 and £35m.
He undoubtedly has scored some beautiful goals, but there are also a ton of scrappy ones to go along with the 5 or 6 PKs he scored in league play last season (in the video).

Regardless, he scores goals. But rarely are they pretty. He's a fantastic poacher at times though, an important trait.
