I don't think it's blocked either. I think the "arc" of the actual projectile of the Xerath ult is suppose to be coming strait down on the target. It only arcs for the visual effect.
I think it would only block it if he was standing right on it.

faker played Anivia into KSV in game2 of their series last week. you may want to watch, if you haven't.
and if yasuo is standing right on xerath while he's ulting, that's one dead xerath
