I know it's out of your budget but for Louisiana waters I don't think you can beat a KC kayak.
That said its about 700-800$ over your budget
Also don't make the same mistake I did and but a new kayak check our bckfc for the buy/sell/trade and they will be more than willing to help you get a good

+1 on bckfc. There are always people selling good used kayaks. Check la sportsman as well.
The KC is a good yak. But I sold mine and bought a Hobie Outback.

I've been searching for some used ones but doesn't seem to be too many around NE TN.
